党的十七大强调“解决好农业、农村、农民问题,事关全面建设小康社会大局,必须始终作为全党工作的重中之重”。党的十七届三中全会指出:当前我国农业农村发展面临诸多挑战,农业基础仍然薄弱,最需要加强;农村发展仍然滞后,最需要扶持;农民增收仍然困难,最需要加快。促进农民创业就业,保障农民增收,是统筹城乡发展,全面建设小康社会必要条件。
The 17th CPC National Congress emphasized that “solving the problems of agriculture, the rural areas and peasants and the overall situation of building a well-off society in an all-round way must be the top priority of the entire party’s work.” The Third Plenary Session of the 17th CPC Central Committee pointed out: At present, China’s agricultural and rural development faces many challenges. Its agricultural foundation is still weak and most in need of strengthening. Rural development is still lagging behind and most in need of support. Increasing peasants’ income is still difficult and most in need of speeding up. Promoting peasant entrepreneurship and employment and ensuring that peasants can increase their incomes are the necessary conditions for the overall planning of urban and rural development and building an overall well-to-do society.
