本文对中国2006~2015年间278个地级市的面板数据进行处理,将地方政府财力与支出责任匹配的问题进行了定量分析,验证了财力缺口和财力支出责任匹配程度对中国地级市环境污染物排放量的影响。经验数据表明,地方政府的财力缺口增大将会加重工业二氧化硫与工业烟(粉)尘的排放。中国大部分地级城市已经表面上跨过了环境库兹涅茨曲线的拐点,环境问题并不像基础教育、公共医疗等非经济性公共服务那样容易被忽视。
This paper deals with the panel data of 278 prefecture-level cities in China from 2006 to 2015, and quantitatively analyzes the matching of local governments’ financial resources and expenditure responsibilities. It verifies that the financial gap and the matching degree of financial expenditures have an impact on the environmental pollution of prefecture-level cities in China. Impact of emissions. Empirical data show that the increase of local governments’ financial resources will increase the emission of industrial sulfur dioxide and industrial dust (dust). Most prefecture-level cities in China have surmounted the inflection point of the environmental Kuznets curve. Environmental problems are not easily overlooked as non-economic public services such as basic education and public health care are.
