科学技术和科学管理是现代化建设不可缺少的两轮,是实现经济腾飞的两翼。 科学技术是生产力,已得到普遍的确认。科学管理是不是生产力的要素?传统观点认为管理是把生产力诸要素有机组织起来的一种手段,一门艺术,而没有把它作为生产力的一个要素来认识,这不能客观地揭示管理在社会大生产中的本质属性,不能阐明它在现代化建设中应有的地位和作用。我们认为管理是生产力的一个要素。现仅从物质生产管理(即一般意义上的经济管理)的角度,谈点粗浅看法。
