现代机关公文办理工作中,经常遇到信息保密与公开之间的矛盾。既要执行保守国家秘密法,又要执行政府信息公开条例;既要保障国家秘密不受侵害,又要保障公民的知情权;既要保障公民的知情权,又要保障公民的隐私权。许多时候令人纠结,不知所措。因此,依法解决保密和公开之间的矛盾,确保机关公文办理质量,是一项政治性、政策性、原则性、专业性都很强的工作。总结多年来我国机关保密、信息公开和公文办理的工作实践,笔者认为,公文办理过程中应秉持以下原则 In the work of handling official documents in modern institutions, we often encounter contradictions between confidentiality and disclosure of information. Therefore, it is a political, policy-oriented, principle-oriented and professional work that resolves the conflicts between secrecy and disclosure in accordance with the law and ensures the quality of organ documents. Summarize the work practice of our country organ secrecy, information disclosure and official documents management over the years, I believe that the official document handling process should uphold the following principles
