遵照党的十二大确立的到本世纪末全国工农业总产值翻两番的战略目标,和机械工业“三上一提高”的根本方针,以及适当超前的要求。全省机械工业“七五”计划的指导思想是:以开放、改革为动力;以搞活企业为重点;以提高经济效益为中心;依靠科技进步,加快智力开发,重视市场开拓,推进改组联合。提高整体产品水平,为社会提供更多的先进技术装备;提高企业素质,为后十年振兴打好基础。一、奋斗目标根据国家计划委员会、机械工业部联合发出的《关于编制地区机械工业全行业“七五”计划的通知》精神,编制了我省机械行业的“七五”规划。“七五”期间的奋斗目标概括为“三高三新”。
In accordance with the strategic goal set by the Party’s Twelfth National Party Congress to quadruple the total industrial and agricultural output value by the end of this century, and the fundamental principle of “three-upgrade one” in the machinery industry, as well as the requirement of appropriate advancement. The guiding ideology of the “Seventh Five-Year Plan” of the province’s machinery industry is: to be driven by openness and reform; to focus on invigorating the enterprise; to improve economic efficiency; to rely on scientific and technological progress to accelerate intellectual development, attach importance to market development, and promote reorganization. Improve the overall product level, provide more advanced technology and equipment for the society, improve the quality of the company, and lay a good foundation for the revitalization of the next decade. I. Objectives of the struggle According to the spirit of the “Notice of Preparing the 7th Five-Year Plan for the Whole Industry of the Regional Machinery Industry” issued jointly by the State Planning Commission and the Ministry of Machinery Industry, the “7th Five-Year Plan” of the machinery industry in our province was compiled. The goal of the struggle during the 7th Five-Year Plan was summarized as “three highs and three new”.
