本文在分析甘肃省地形地貌特点和经济空间结构现状的基础上 ,首次从空间意义上提出了甘肃经济发展的“哑铃战略” ,并对其政策含义进行了阐释 ,最后又对实施该战略的制约因素与战略重点进行了分析和论证。
