中国综合商社组建主要采用“政府推进模式”，其支持政策体系包括：（１）加快贸易体制改革，促进综合商社贸易结构的合理化；（２）推动金融体制改革，促进综合商社功能的发展；（３）推进现代企业制度建设，促进综合商社的规范化；（４）加快国有资产重组步伐，扩充综合商社经营规模。同时，企业行为应着重于以下几点：（１）调整交易方式，发展“复合型”交易；（２）调整贸易结构，发展国内贸易业务；（３）组建贸工联合体，建立稳定的货源基础；（４）注重与国外跨国公司合作，发展对外投资综合；（５）调整地区战略，注重对发展中国家市场的开拓；（６）扩大经营领域，发展资产经营和资本经营
