最近两年来,民族学校教师队伍的流失现象十分严重,而且愈演愈烈,民族教育处在未曾多见的动荡之中,经历着严峻的考验,这不能不令人担忧和深思,据不完全统计,从1992年下半年到1994年上半年,佳木斯(含三个县两区)地区民族中小学教师流失率高达百分之二十左右,许多学校的正常教育教学工作几乎处于瘫痪状态,其结果,教学工作不能按教学计划正常进行,严重地损伤了民族敦育的信誉,加剧了民族教育质量的滑坡现象,为民族教育的进一步发展埋下了隐患。
