本文针对铁路公益性强、调度权集中、清算内部化、统一定价等现实问题,从公共经济学角度,通过对铁路的行业属性、政府作用及铁路产业链中公共中间品特征的分析,论述了铁路功能定位明晰和建设运营“公商分离”的必要性、调度集中与路网分割的兼容性以及“调度公共化”、“清算透明化”独立运作的可行性,对铁路引进民间投资的若干难题的解决途径提出了政策建议。
This paper, based on the public economics, analyzes the railway industry attributes, the role of government and the characteristics of the public intermediate goods in the railway industry chain, in view of the practical problems of the railway, such as strong public welfare, centralized regulation, internalization of liquidation and uniform pricing. The clear positioning of railway functions and the necessity of establishing and operating a “commercial separation”, the compatibility of scheduling and network segmentation, and the feasibility of “scheduling publicization” and “liquidation and transparency” The railway has introduced some solutions to the private investment to solve the problem to put forward the policy suggestion.
