我认为统计工作不能仅仅靠监督检查统计人员来解决问题,要从根本上解决造假动机问题。因此,建议在总则中增加“保证统计工作和数据使用的独立性”的内容。
I think the statistical work can not be solved only by supervising the inspectors and statisticians, but should fundamentally solve the motive of counterfeiting. Therefore, it is proposed to add “to ensure the independence of statistical work and data usage” in the general rule.
