国有企业是中国特色社会主义的根基。国有企业产权制度改革和结构布局调整的任务已取得实质成果。国有骨干企业作为中国产业和技术体系的核心力量,在中国经济战略转型中的地位不可替代。国有企业的深化改革,应在国家战略方针的指导下,保持既有结构,理顺资产关系,完善企业治理结构,使企业更好地发挥自主创新主体的作用。
State-owned enterprises are the foundation of socialism with Chinese characteristics. The task of reforming the structure of state-owned enterprise property rights and restructuring has yielded substantial results. As the core force of China’s industrial and technological system, state-owned key enterprises are irreplaceable in the strategic transformation of China’s economy. Under the guidance of the national strategic principle, the deepening reform of state-owned enterprises should maintain the existing structure, rationalize the relationship between assets, improve the corporate governance structure and enable enterprises to better play the role of independent innovation entities.
