近几年来,新疆市委、市政府以邓小平理论和“三个代表”重要思想为指导,坚持以科学发展观统揽经济社会发展全局,以结构调整为主线,以科技创新为动力,合理经营优势资源,提出了优势资源转换战略。新疆实施优势资源转换战略,是保持国民经济持续快速健康发展,实现与全国同步进入小康社会的一项重要战略举措。
