国务院《国家中长期科学和技术发展规划纲要(2006-2020年)》和《关于实施国家中长期科学和技术发展规划纲要若干配套政策的通知》以及科技部《关于加快发展技术市场的意见》提出,开展国家高新区高新企业未上市公司股权流通试点。国家的这一重要决策,有两个行业和两种人最受鼓舞。一是高新技术企业和科研人员,二是产权交易行业和产权交易从业人员。
