本文研究了指标“偏好”性问题,通过对如何科学甄选指标的程序的研究,有助于改进考核指标甄选质量。本文考核的指标内容偏好研究涉及组织战略、机构设计、岗位设计、工作分析、工作规范与工作结果的对比分析,以及激励和培训等组织战略。具体到指标设计层面,本文选择了按照不同性质的公共部门来设计的方案,先界定组织战略和目标,然后层层分解考核指标,与考核指标对应的三个维度的功能模块分别是组织战略、上级考核和内部管理。作者用这些考核模块对中国榆林市的考核指标体系进行了分析和评估。
This paper studies the problem of indicator “preference ”, and through the study of how to scientifically select the index, it helps to improve the quality of evaluation index selection. This paper examines the indicators of content preference research involves organizational strategy, organizational design, job design, job analysis, work practices and work results of the comparative analysis, as well as incentives and training and other organizational strategies. Specific to the indicator design level, this paper selects the programs designed according to different public sectors, first defining the organizational strategy and objectives, then decomposing the assessment indicators layer by layer, and the functional modules of the three dimensions corresponding to the assessment indicators are organizational strategy, Higher assessment and internal management. The author uses these assessment modules to analyze and evaluate the evaluation index system in Yulin, China.
