剧锦文(中国社会科学院经济研究所副研究员):现在确实存在某些做大了的企业向大城市、中心城市流动的现象,比如河南的一个县级市巩义市,是一个全国经济百强县,年工业总产值达100多亿元,它最有名的竹林众生药业就搬到了省会郑州。但有些企业如制铝企业和大型电厂,并不适合搬到大城市,一是这类企业有一定污染;二是对所在地资源有一定特殊需求。当然像羚锐制药这类科技含量要求比较高的企业对大城市是有偏好的,但到目前为止,我认为还谈不上是一种普遍现象,不可夸大。在东南沿海地区,比如东莞、顺德、宁波、义乌等中小城市的一些大企业,对搬迁到大城市也没有太大兴趣。如果企业的主干人员就是本地人,这种搬迁的可能性更小。

However, so far I think it is not a universal phenomenon to be exaggerated. In the southeastern coastal areas, some large enterprises in medium and small cities such as Dongguan, Shunde, Ningbo and Yiwu are not much interested in relocating to big cities. If the backbone of the enterprise is a local people, such a move is less likely.
