China’s fishery has a long history and a vast water area. However, due to various reasons, the total output of aquatic products in 1949 was only 448,000 tons. After the liberation of fishery production continues to develop. By 1978, the total output of aquatic products reached 4.65 million tons, ranking third in the world (after Russia and Japan) but only 4.9 kg per capita, much lower than the world average. As for the rate of growth, from 1953 to 1978, the total number of aquatic products in the country increased by 2.753 million tons, an average increase of only 110,000 tons per year. The reason for the slow development of China’s fisheries is that the agriculture in our country has long been influenced by the thinking of “leftist”. The government has highly concentrated planned management of fishery production and circulation, seriously hampering the development of productive forces.
