近日我省万荣县发生一起特大恶性农机事故,造成5人死亡,6人重伤,4人轻伤。这又是一起由“黑车非驾”引起的悲剧。驾驶员张振学无证驾驶,所开车辆为无牌时风手把式三轮农用运输车,他根本没有经过农机监理部门的培训,不懂三轮农用运输车的操作规程,在下大坡时违章空挡滑行,致使车辆无法控制,坠入深沟,酿成如此惨重的悲剧。事故的发生,给我们农机监理人员上了严肃的一课,为我们再次敲响了警钟。“黑车非驾”不除,人民安全难保;驾驶员素质不提高,安全隐患就会存在。我们要时刻牢记江泽民同志“隐患险于明火,防范胜于救灾,责任重于泰山”的重要指示,认真落实好农业部《关于切实加强农机安全生产工作的紧急通知》的精神,继续深入抓紧清理“黑车非驾”,加大打击力度,汲取血的教训,认真开展一次以“查违章、堵漏洞、压事故”为主题的农机安全执法大检查,坚决杜绝重特大事故的发生。
