随着干部制度改革的不断深入,干部“能上能下”制度逐步得到推行。在推行这一制度工作中,有一种提法叫“能者上,庸者下”。笔者以为这种提法应慎用。其理由有三:其一。“能者上,庸者下”的提法在一定程度上曲解了干部“能上能下”制度的真实涵义,不利于这一制度的贯彻执行。我们所提倡和推行的干部“能上能下”制度,其根本目的是从有利于党和国家事业、有利于人民利益出发,根据干部德才条件,对因种种原因不能胜任现职的领导干部进行必要调整和作出恰当安排,做到人尽其才,
