现代海洋管理是在第三次联合国海洋法会议之后发展起来的,虽是管理学门类中最年轻的领域之一,但发展迅速。海洋综合管理是海洋管理的高级形态,强调不同涉海部门、不同管理目标和不同用途之间的统筹协调。为实现十八大提出的“建设海洋强国”的宏伟目标,我国以可持续发展为基本原则,根据国内实际情况,结合国际海洋治理进程,不断健全和完善海洋管理体制,加强海洋事务的综合协调。
