作为社会主义的企业管理,归纳起来就是对人与物的管理,而人又是一个复杂的具有高度思维活动能力的主体,实践证明,对人的管理单纯依靠行政措施、经济处罚等强制手段是难以达到调动人的生产积极性和创造性目的,应该坚持“情理并举,宽严结合,奖罚分明,标本兼治”的激励机制去开启人们的心扉。李鹏总理在致第三届全国设备管理工作会议的贺信就要求建立设备管理激励机制和约束机制。因此,在设备管理中,用激励方法去催发不同层次的同志奋发向上,积极进取,是设备主管部门的职责之一。 1.发挥两大优势,发展以市场经济为主导的设备管理格局 设备战线具有其它部门不可比拟的两大优势,即人才和设备的优势,这是设备战线特有的摇钱树和聚宝盆,所以摆在设备管理工作面前的中心任务,是转换运行机制,也就是要建立市场经济观念,把设备工作搞活,具体要实现两个目标:
