加强与创新社会管理,是新形势下促进社会公正、构建和谐社会的需要,也是十八大报告中提出的全面建成小康社会和全面深化改革开放的必然要求。近年来,各地各部门根据工作实际,提出了众多的社会管理创新模式。社会管理创新离不开法治的保障作用,因此,各级领导干部必须强化法治观念,大力提升依法创新社会管理的意识和能力。
To strengthen and innovate social management is the need to promote social justice and build a harmonious society under the new situation. It is also an inevitable requirement for fully building a moderately prosperous society and deepening the reform and opening up as set forth in the 18th CPC National Congress report. In recent years, various localities and departments have put forward many innovative social management models based on the actual work. Social management innovation can not be separated from the guarantee of the rule of law. Therefore, leading cadres at all levels must strengthen the concept of the rule of law and vigorously promote the awareness and ability to innovate social management according to law.
