我国原有科技体制是在计划经济体制下逐步形成的,其突出特点是科技资源集中在政府所属独立科研院所。这一体制曾在特定的历史时期,为我国经济发展、国防建设和社会进步做出了重要贡献,也为科学技术自身发展奠定了坚实基础。随着我国的改革开放进程和社会主义市场经济体制的逐步确立,原有科技体制弊端日益突出。
The original system of science and technology in our country was gradually formed under the planned economic system. Its salient feature is that scientific and technological resources are concentrated in independent scientific research institutes owned by the government. This system has made an important contribution to the economic development, national defense construction and social progress of our country in a specific historical period and has laid a solid foundation for the development of science and technology itself. With the gradual establishment of China's reform and opening up process and the socialist market economic system, the disadvantages of the original science and technology system have become increasingly prominent.
