新中国成立以来,尤其是改革开放以后,在中国共产党的领导下,人民的收入水平得到了极大改善,全体国民也较好地分享了社会经济的发展成果。但观察到的事实也表明,收入领域的不公平、不规范、不透明现象仍然存在,不同行业、不同阶层、不同区域的劳动者收入倍差有扩大的趋势,因收入问题而导致的利益争诉也在不断增多。为此,党的十八届三中全会明确提出要形成合理有序的收入分配格局,要让发展成果更多更公平地惠及全体人民。

However, the observed facts also show that unfairness, irregularities and opaqueness still exist in the field of income. The income multiples of workers in different industries, different strata and different regions have been expanding, and disputes over interests caused by income problems It is also growing. To this end, the Third Plenary Session of the 18th CPC Central Committee has explicitly proposed that a reasonable and orderly pattern of revenue distribution should be formed so that the fruits of development will benefit more the entire people more and more fairly.
