改革开放以来,我国经济社会发展取得了巨大的进步,但由于地域环境、生产发展水平,人们的思想观念、社会的开放程度等等,贫困群体的问题至今仍然不同程度的存在。这不仅是困扰我国经济社会发展的一个难题,也是全世界都不可回避的一个问题。因为对于贫困群体而言,不仅仅是物质生活和精神生活水平的低下,更是一个人机会的丧失,很难体现社会的公平正义。因此解决贫困群体的问题已经成为我们党义不容辞的责任和使命,因为这是全面建成小康社会的应有之意。
Since the reform and opening up, tremendous progress has been made in the economic and social development in our country. However, due to the geographical environment, the level of production and development, people’s ideas and concepts, and the degree of openness of the society, the problems of the poor still exist in varying degrees. This is not only a problem plaguing the economic and social development in our country, but also an issue that can not be avoided in the world. Because for the poor groups, not only the low level of material and spiritual life, but also the loss of a person’s opportunity, it is difficult to reflect the social fairness and justice. Therefore, the solution to the problem of the poor has become an unacceptable responsibility and mission of our party because this is the proper meaning of building a well-off society in an all-round way.
