目的了解和规范新疆医疗卫生机构的执业行为。找出工作中的薄弱环节和产生问题的根源,为深入开展执法监督工作决策和规范医疗服务市场的秩序整治提供科学的参考依据。方法采取随机抽查各级医疗卫生机构,按统一设计的调查表格填写检查内容,将结果进行汇总统计与分析。结果检查的41家医疗机构,《医疗机构执业许可证》在有效期内的为92.3%,取得《母婴保健技术服务执业许可证》的为61.3%。使用取得《医师资格证书》、《医师执业证书》的人员开展诊疗活动的公立医院为77.8%,民营医院为26.1%。按核准登记的诊疗科目范围开展诊疗活动的为70.7%。结论新疆各级医疗卫生机构的规范化管理水平和依法执业情况差别较大。主要为法律意识淡薄,使用非卫生技术人员开展诊疗活动,超核准登记的诊疗科目范围开展诊疗活动。公立医院明显好于民营医院。
Objective To understand and regulate the practice of Xinjiang medical and health institutions. Identify the weak links in work and the root causes of the problems, and provide scientific reference for deepening decision-making on law enforcement and supervision and regulating the order remediation in the medical service market. Methods Random sampling of medical and health institutions at all levels, according to the unified design of the survey form to fill in the inspection content, the results of summary statistics and analysis. Results In the 41 medical institutions examined, the “Medical Institution Practicing Permit” was 92.3% within the validity period and 61.3% of the “Licenses for Maternal and Infant Health Care Technical Services”. 77.8% of the public hospitals that used the doctors who obtained the “Physician’s Qualification Certificate” and “Physician’s Practice Certificate” performed clinics and 26.1% of the private hospitals. 70.7% of clinics were conducted according to the scope of clinics approved for registration. Conclusion The level of standardized management of medical and health institutions at all levels varies greatly according to law. Mainly for the weak legal awareness, the use of non-health technical personnel to carry out clinical activities, super-approved registered medical clinics range of activities. Public hospitals are significantly better than private hospitals.
