1.加快立法步伐,提高立法质量。至今为止,有关预算外资金管理的专门法律还没有颁布,现有的一些相关法律、法规也比较原则,操作性不强。因此,应加快立法步伐,提高立法质量,尽快出台有关预算外资金管理的法律、法规;修改完善现行的有关法律、法规、规章,特别要对不适当地突出部门权力和利益的部分进行修改完善。如条条为维护系统利益而制定的按比例上缴,按比例提取奖金、手续费等规定,都是不适当地强调了部门利益,应该取消。2.对预算外资金实行预算管理,实施硬约束。虽然预算外资金已基本上纳入财政专户储存,但由于财政专户储存类似银行储蓄,对预算外资金的管理就像银行对储户的资金审查一样,缺乏实质性的约束力,不能起到真正的监督管理作用,特别是对其使用缺乏有效的审查,跟踪监督更不够,普
