海南省西海岸有一个洋埔开发区,现在首期工程已由外商承包,开始前期建设。目前已确定的外商投资建设项目有火电厂、炼油厂、合成氨厂、尿素厂、乙烯厂。建成之后,将成为拥有50万人口、总面积为120平方公里的国内第一个自由港。这件事当然是颇有新闻价值的,新华社为此发了一条消息。但是看了这条消息的标题和导语,却令人有些不得要领。标题是“王震称赞洋埔开发区”,导语说:“王震副主席新近在海南听取洋埔开发区汇报时说, 洋埔开发区的办法使特区建设达到了一个新的水平。”(见1988年12月14日新华社新闻稿)
There is a Yangpu Development Zone on the west coast of Hainan Province. Now the first phase of the project has been contracted by foreign investors and the construction of the initial stage has begun. At present, foreign-invested construction projects that have been identified include thermal power plants, oil refineries, ammonia plants, urea plants and ethylene plants. After its completion, it will become the first free port in China with a population of 500,000 and a total area of 120 square kilometers.
