介绍了从治理效益与成本入手选取超限治理策略,分析了效益与成本的量化方法,针对青海平西高速集中治理与计重收费治理进行效益成本比分析,结果表明:计重收费策略更优于集中治理。
This paper introduces the selection of overrun governance strategies from the perspective of management benefit and cost, analyzes the quantification method of benefit and cost, and analyzes the benefit-cost ratio of high-speed centralized management and toll collection in Qinghai. The results show that the toll collection strategy is superior to Centralized management.
