档案之所以被称为“无价之宝”,就是因为它有用。而提供利用,可以说是档案工作的根本任务,也是档案工作建立的根据。然而这项工作在林彪、“四人帮”横行时期,被加上了种种罪名,弄得是非颠倒,人人自危。譬如档案工作者完全是在保密制度允许的范围之内提供利用,为历史研究服务,为机关工作服务,为上级领导服务……等,结果就会被扣上“扩散机密”、“盗窃机密”、“出卖机密”、“为牛鬼蛇神提供炮弹”等大帽子。就是这样一些莫须有的罪名,使许多档案工作者横遭迫害。
