新形势催生新理念,新理念引领新发展。长期以来,我国都将发展防灾减灾救灾事业视为民生工作的重要组成部分。“十二五”期间,在党中央、国务院的正确领导下,我国的灾害管理体制机制逐步完善,灾害监测预警能力获得大幅提升,防灾减灾救灾工作成效显著。新时期,党和国家高度重视防灾减灾救灾工作,习近平总书记就做好防灾减灾救灾工作多次发表重要讲话。
