作为科学发展观的本质要求,以人为本提出并科学回答了为人民发展、依靠人民发展这个中国特色社会主义发展的首要问题,成为实现社会全面协调可持续发展的核心与灵魂。坚持以人为本,是中国共产党探索人类社会发展规律和社会主义建设规律的与时俱进,也是新世纪推进中国特色社会主义事业发展的必然选择。要使以人为本从科学理念到社会实践,就要使以人为本理念深入人心,就要为人的全面发展提供良好环境和充裕条件,就要从体制上、制度上、法律上保障以人为本的理念的实现,就要将人文关怀体现在社会管理和社会生活的微观细节之中。
