所谓超常规发展,就是有利于全国经济常态发展,是根据客观经济规律,把国际国内有利因素同自身经济优势合理地组合起来,使经济增长和结构进步超过全国的一般水平,而又不发生大起大落的周期性波动的发展。越是不发达地区越是要实行超常发展战略。超常规发展,就是“一年上一个新台阶”。
