长期以来，消防界公认的我国近代第一部消防专著是民国二十六年（１９３５年）由包明芳编的《中国消防警察》。随着消防史学研究的不断深入，最近终于在上海图书馆发现了清光绪年间出版的《消防警察全编》。这部书的发现，不仅使中国近代消防专著出版的历史提前了３０余年，而且书作者杜鸿宾认为“消防之学，求之近时，尚无专门之书”──即这一类专著在当时世界上还未出版过。
