松花江水资源保护工作，从污染普查、保护规划，到制定法规和综合防治等各方面，均取得较好的成绩。但目前松花江水污染形势仍很严峻，特别是松花江水系面临的四大水环境问题还没完全解决，松花江流域水资源供需矛盾日益突出，污染严重。为此，提出７条措施：提高认识，加强领导；修订规划，指导整治；加强管理，依法治水；团结协作，共同治污；进一步加强冰封枯水期和汛期的水资源保护工作；大力加强科技工作，培养高素质的水资源保护人才；加强舆论宣传，倡导节约用水。
