公车私用,屡禁难止。有人估算:一部公车,1/3归领导私用,1/3归司机私开,真正用于公事的机率不到1/3。个中一条心照不宣、不便成文的出车“基本原则”是:先私后公。没有资格配车的,就与有资格配车的做交易,钻“空子”,打“擦边球”。还有一些内设单位的头头,有钱有权,只可惜(也可叹)没有资格(或不便于公开)配车,便暗地购车挂靠下属单位,让公车“寄人篱下”,私下“曲线用车”,同样有求必应,且不显山,不露水,船过得,舵过得。由是,官员满街走,公车多如狗。
