我国政府向社会力量购买服务正在经历一个从无到有,从点到面,从零散到集中并逐渐规范的过程。国务院2013年9月30日公布《关于政府向社会力量购买服务的指导意见》后各地对政府购买服务的热情度更高涨。那么什么是政府向社会力量购买公共服务,在我国该项目发展比较成熟的地区有哪些,其做法是什么,该购买的牵头人是谁,通过怎样的方式、怎样的平台实现等这些问题,笔者都将通过结合上海、广州、深圳等地的案例进行粗浅的比较分析,望对理清脉络有所裨益。
