2004年9月,全省振兴吉林老工业基地人才队伍建设会议提出了以谋划项目的办法,谋划人才的人才工作发展新思路。后来,省委办公厅、省政府办公厅联合下发了《关于贯彻落实中办发[2004]22号文件精神的通知》,对我省贯彻落实中办发[2004]22号文件的任务进行了分解;省人才工作领导小组又以2004年第1号文件形式下发了《人才工作体制机制创新重点工作》和《人才队伍建设首批重点实施项目》,对有关的人才工作任务也做了进一步的分解落实。这几个文件中分解落实给人事厅的任务共有92项。按照省人才办的要求,厅里对交叉、重复的项目进行了归并,共确定人才工作项目30个,逐个制定了人才项目书,并正式上报了省人才工作办公室。现将省人事厅承担的30个人才项目的情况简要介绍如下:一、推进事业单位人事制度改革项目
