房地产行业问题是中国当前受到政策关注、公众关注最高的热点问题之一,而房价指数则成为政府和公众判断和决策的最重要信号。目前中国普遍承认的除国家统计局和国家发改委定期对外公布的房价指数外,非官方发布的房价指数统计并不能保证定期发布且权威性不足,房价信息来源相对单一。本文首先对英国现有的官方及非官方的房价指数进行系统性介绍,并提出三点评价房价指数的优劣标准,以供国内房价指数的编制者和使用者进行借鉴。
The real estate industry is one of the hot issues in China that is currently receiving policy attention and public attention. The index of housing prices has become the most important signal for government and public judgment and decision-making. At present, China generally acknowledges that housing statistics published unofficially by the National Bureau of Statistics and the National Development and Reform Commission do not guarantee the regular issuance of the index and the lack of authority. The source of housing price information is relatively single. This paper first introduces the existing official and unofficial house price index in the UK systematically and puts forward three criteria for evaluating the pros and cons of the house price index for the reference of the compilers and users of domestic house price index.
