为提高国内炼油行业的竞争能力和整体抗风险能力,逐步改变过去布局散、规模小、集中度低的状况,我国石油石化企业对现有炼油化工业务布局进行了持续优化,在布局调整上更加重视沿海炼化业务发展,以期实现资源利用价值的最大化。对此,中国石油集团公司自进入新世纪以来,加快了实施发展南方沿海炼油业务(以下简称南方战略)战略步伐,广西石化的顺利建成投产就是实施这一战略的具体体现。
