肇东市企业转制起步晚,但跨度大,改制后的企业没有因改制而上访告状的,并且出现一片生机。他们的做法是:一把手盯到位(一把手工程),一条线扯到头,一杆子插到底。首先市委市政府主要领导朱胤、徐承运重点推进,把改革作为搞好经济的突破口,市委常委会、市政府常务会连续召开六次国企改革会,每一个环节、每一个细节都研究到位、其次,推进四位一体模式,市委市政府主要领导、主管领导、机关各部门、企业领导四位一体,市里专门成立了企改领导小组,办公室设在体改委。所有改制方案都要经过领导小组会研究决定,一步到位,不搞形式主义。再其次,结合肇东实际,坚持股、破、售、送四种推进模式,坚持一企一策、一体一制的灵活性。转制方案要坚持同企业相结合,同企业实际相结合,同职工愿望相结合。在转制上要做到:一、坚持规范化转制,一必须有转制方案,提到市领导小组审定。每个企业转制都要召开班子会、职代会、职工大会,不搞长官意志。二、坚持职工利益高于一切的方针,保证不出现大矛盾。三、坚持转制不产生大震动。好的一经营者可以买断、控股,但要保证企业产销及信誉。四、坚持依法纳税、合法经营,保证企业一发展,保证职工利益。五、不管哪种形式都要一步到位。六、坚持公开、公平、公正原则,按照法律、法规有序竞争。截至2001年下半年,肇东市出售企业9户,进入破产程序的15户,其他形式的72户,基本上达到轻装上阵,保证了职工利益,改制企业都充满了活力。本期发表的肇东市企改的文章,值得一读,并希望广大读者把不同的看法寄给本刊。
