党的十五大以来,少数民族和民族地区在党中央正确领导下,以邓小平理论和江泽民同志“三个代表”重要思想为指导,坚持党在社会主义初级阶段的基本理论、基本路线和基本纲领,认真贯彻落实党的十五大作出的改革开放和现代化建设的跨世纪发展战略部署,团结奋斗,自强不息,克服前进中的种种困难,保持国民经济持续快速健康发展,胜利完成了“九五”计划的主要任务,实现了现代化建设的第二步战略目标。进入新世纪,在国家实施西部大开发战略的推动下,少数民族和民族地区进一步解放思想,与时俱进,开拓创新,深化改革,调整结构,突出重点,加快发展,“十五”计划取得良好开局,经济发展迈上了新的台阶。
