The data used in the regional natural disaster risk assessment are not only time-specific but also spatial in nature. Due to the complexity of natural disaster systems and the historical limitations and shortcomings of data collection methods, these data often have spatial incompleteness, so that the resulting risk assessment results can not meet the requirements of certain spatial precision. In this paper, we discuss the concept and nature of the incomplete information in space and give a mathematical model to optimize the incomplete information in the space.
