强化社会保险费征收,迅速提高社会保险基金的支撑能力,是完善社会保障体制的关键环节。据有关资料反映,由于社会保险费的收入增长跟不上支出增长速度,我国的社会保险费收支缺口逐年加大,1998年,我国养老保险费收支缺口为100多亿元,2002年扩大到500多亿元,预计2010年将扩大到1000多亿元,形成巨大的压力。因此,加强社会保险费的扩面征缴,缓解收支压力,已成为当前的一项紧迫任务。
