赵紫阳同志在党的十三大报告中明确指出:“百年大计,教育为本”,“必须坚持把发展教育事业放在突出的战略位置”。要抓好这一根本,完成时代赋予的战略任务,把教育促上去,学校就必须全面贯彻教育方针,从社会主义的初级阶段这一基本国情出发,瞄准21世纪对人才素质的要求,进行整体改革。要达到这一目的,光靠学校行政领导的力量是远远不够的,必须最大限度地调动全体教师的积极性、创造性,充分发挥每一位教师的智慧才干与主观能动作用,这样才能使学校工作开创出齐抓共管、和谐协调的局面,从而达到“五育”并举、整体优化的理想境界。
