相对于沿海发达地区,宁夏深居西北内陆,远离我国经济发展中心和发达地区,招商引资起步晚、规模小、渠道窄,区位条件相对较差,总体经济水平落后。不但比东部发达地区差距大,而且与西部发展较快的一些省份相比差距仍然较大。在市场竞争中不具备优势,属我国的欠发达地区。因此,加快宁夏招商引资环境建设步伐尤为重要。一、为加快招商引资创“人和”环境招商引资是区域经济发展的活力和关键所在,是宁夏经济社会实现跨越式发展的必然要求。据不完全统计,截至2003年底已在宁夏落户的东西合作投资项目243个,总投资93.56亿元,其中,外方投资48.86亿,到位资金33.77亿
Relative to the developed coastal areas, Ningxia lives in the hinterland of the Northwest and lives far away from China’s economic development centers and developed regions. It attracts investment more lately, has smaller scale and narrower channels, has relatively poorer location conditions and lagged behind in the overall economy. Not only is there a big gap between the developed regions in the east, but there is still a large gap between them and some provinces that have witnessed rapid development in the west. In the market competition does not have the advantage, is China’s less developed areas. Therefore, to speed up investment in Ningxia the pace of construction is particularly important. First, in order to accelerate investment promotion, “human and ” environment is the vitality and key point of regional economic development, and it is the inevitable requirement for the leap-forward economic and social development in Ningxia. According to incomplete statistics, as of the end of 2003, there have been 243 investment cooperation projects in east and west of Ningxia with a total investment of 9.356 billion yuan, of which 4.886 billion were foreign investments and 3.377 billion yuan were in place
