行政程序是现代程序法发展的重要内容,因其具备控制行政权力的滥用和膨胀,保护相对人的利益,体现对人的终极关怀的属性,成为了以建立“法治国”为目的的各个现代政治国家竞相研究的对象。而且行政程序制度具有独特的理性价值,其终极目的是追求程序正义,更好的保护公民的自由。因此,要从理性角度来探讨行政程序价值。
