1984年8月,成立还不到半年的中国残疾人福利基金会就开始酝酿办份刊物,以此作为残疾人了解社会,社会了解残疾人的一个窗口。它既要以残疾人为主要读者,成为残疾人的良师益友;同时要对社会发生影响,吸引社会上的广大读者。《三月风》以其独特的视角、锐利的文风、鲜明的人文观点和对困难群体的倾情关怀,赢得了众多读者的关注和喜爱。它也为基金会创业初期能够迅速打开局面奠定了较好的舆论基础。
