刘汉民在《北京广播电视大学学报》2014年第5期《中国电大系统的现状与变革需求》一文中指出,开放大学体系建设与电大系统战略转型有着必然的联系。国家成立开放大学的宗旨,是整合优质教育资源,为广大社会成员提供更加灵活便捷的学习途径和接受高质量教育的机会。开放大学体系是由相互联系的办学机构按照一定原则结构而组成的组织体系。在内部组织结构上,开放大学体系由开放大学及其分支机构组成;在功能上,开放大学体系是由承担开放大学使命和任务的相关机构集合而成。教育部明确开放大学是以现代信息技术为支撑,主要面向成人开展远程开放教
Liu Hanmin pointed out in “The Status Quo and Transformational Requirements of China’s RTV System” in “Journal of Beijing Radio and Television University” in 2014, No. 5 that the construction of open university has a necessary relationship with the strategic transformation of TVU system. The purpose of setting up an open university is to integrate quality educational resources and provide more flexible and convenient ways of learning for the general public and opportunities for receiving quality education. The open university system is an organizational system composed of interrelated educational institutions according to certain principles and structures. On the internal organizational structure, the open university system consists of the Open University and its branches; in function, the open university system is a collection of institutions that undertake the mission and tasks of the Open University.
