The unprecedented alarming speed of the Internet calls for a new kind of productive forces and further guides the great changes in the global political, economic, military, cultural and diplomatic patterns. State governance is confronted with new situations both at home and abroad. The concept of ruling requires a new awakening of Internet thinking.
