经省委、省政府同意,现将《省财政厅、省监察厅关于加强公安、检察院、法院和工商行政管理部门行政性收费和罚没收入收支两条线管理工作的意见》(以下简称《意见》)转发给你们,请遵照执行。公安、检察院、法院和工商行政管理部门依据国家法律、法规和具有法律效力的规章而收取的行政性收费和罚没收入都是国家财政性资金。对公安、检察院、法院、工商行政管理部门的行政性收费和罚没收入实行收支两条线管理,是党中央、国务院的一项重大决策。加强这项工作,有利于依法行政和公正执法,建设高素质的执纪执法队伍;有利于从源头上防治腐败,加强勤政廉政建设;有利于整顿财政分配秩序,提高财政资金使用效益。我省去年在黄冈、孝感两个省定试点市以及全省面上的试点工作,已经取得了明显成效。因此,决定从1999年1月1日起对全省公安、检察院、法院、工商行政管理部门行政性收费和罚没收入全面实行收支两条线管理。各级党委、政府都要从维护国家大局和人民利益出发,进一步统一思想,提高认识,把这项工作列入重要议事日程,切实加强领导,协调组织有关部门按《意见》规定抓好落实。各级人民政府及所属部门一律不准向司法机关和行
